The exclusions Notion names outright are embeds, AI blocks, forms, buttons, page sharing, and permission editing (Notion Help Center). Why your Notion page says "not available offline"
Almost always, the page was never downloaded to the device in front of you. Offline access is opt-in, page by page, device by device, so a page that opens fine on your laptop can be missing from your phone. Work through these in order.
- You are in a browser, not the app. Offline mode is not available on web browsers (Notion Help Center). Open the desktop or mobile app instead.
- The page was never opened while online. Notion can only save what it has already fetched. Reconnect, open the page, wait for the progress bar to finish, then disconnect.
- It is a sub-page you never marked. Notion's guide is blunt about this: "If you have a top-level (parent) page with many sub-pages, be sure to mark each one you need for offline access." Toggling the parent does nothing for its children.
- You marked it on a different device. Downloads do not travel between devices. Toggle Available offline again on the machine you are actually holding.

My offline edits didn't sync back
Edits save locally and push on their own once the device reaches the network, so the usual culprit is that the app never actually got online. Open Settings → Offline to confirm the page is still in your offline library, then give Notion a moment on a live connection before you close it.
